European Commission Call for Proposals to support Civil Society Organisations

European Commission has announced a Call for Proposals to support and strengthen civil society in the countries and regions concerned, with a view to stepping up their role in conflict prevention, peace-building and crisis management.

Objectives

  • The specific objectives of this call for proposals are:
    • Lot 1: Supporting the setting up and development of a regional network of experts specialized in the prevention of conflicts and violent extremism, and in peace -building for West Africa and the Lake Chad Basin.
    • Lot 2: Maximizing media potential (traditional media, at community level, social media etc.) on conflict dynamics to help build and consolidate sustainable peace in the countries concerned.

Priorities

  • Lot 1
    • Supporting the setting up and development of a regional network of experts specialized in the prevention of conflicts and violent extremism, and in peace -building for West Africa and the Lake Chad Basin.
    • Promoting the production of knowledge, scientific information, and debate within the network
    • Promoting the dissemination of produced results within the network so as to exchange knowledge and foster debate both among members and externally
    • Developing exchanges of expertise related to this topic among professionals from West Africa and the Lake Chad Basin and European professionals
  • Lot 2
    • Strengthening the investigative and reporting capacity of journalists, editorial teams, social network managers etc.
    • Using media potential to support the mediation, dialogue and reconciliation processes.
    • Promoting the counter-narrative and the positive campaigns to combat hate speech, incitement to violence and disinformation as well as support to existing media self-regulation structures and processes regarding non-violent language.
    • Supporting the exchange of experiences among the media in the various countries concerned by the project
  • Funding Information

    • Lot 1
      • The indicative amount made available under this lot is EUR 3 000 000. Any grant requested under Lot 1 must be between the following minimum and maximum amounts:
        • minimum amount: EUR 2 500 000;
        • maximum amount: EUR 3 000 000.
      • Any grant requested under this call for proposals must be between the following minimum and maximum percentages of total eligible costs of the action:
        • Minimum percentage: 70% of total eligible costs of the action;
        • Maximum percentage: 90% of the total eligible costs of the action.
    • Lot 2
      • The indicative amount made available under this lot is EUR 3 000 000 million. Any grant requested under Lot 2 must be between the following minimum and maximum amounts:
        • Minimum amount: EUR 750 000;
        • Maximum amount: EUR 1 000 000.
      • Any grant requested under this call for proposals must be between the following minimum and maximum percentages of the total eligible costs of the action:
        • Minimum percentage: 70% of total eligible costs of the action;
        • Maximum percentage: 90% of the total eligible costs of the action.

    Location

    • For Lot 1: The action must be implement by covering a region comprising all the following countries: Mauritania, Mali, Burkina Faso, Niger, Chad, Nigeria, Cameroon, Benin, Ghana, Togo, Côte d’Ivoire, Sierra Leone, Liberia, Guinea, Guinea-Bissau, Senegal, Gambia, Cabo Verde (18 countries).
    • For Lot 2: Actions must take place in one or more of the following countries: Benin, Ghana, Togo, Côte d’Ivoire, Sierra Leone, Liberia, Guinea, Guinea-Bissau, Senegal, Gambia, Cabo Verde (11 countries).

    Eligibility Criteria

    There are three sets of eligibility criteria, relating to:

    • Lead applicant: In order to be eligible for a grant, the lead applicant must:
      • be a legal person and
      • be non-profit-making and
      • be a civil society actor as listed under Article 1.3 of Regulation (EU) No 230/2014 establishing an instrument contributing to stability and peace, which includes non-governmental organizations, organizations representing indigenous peoples, local citizens and professional groups, cooperatives, trade unions, organizations representing economic and social interests, local organizations (including networks) active in the area of regional decentralized cooperation and integration, consumer organizations, women’s and youth organizations, teaching, cultural, research and scientific organizations, universities, churches and religious associations and communities, the media and any non-governmental associations and private and public foundations likely to contribute to the development or external dimension of internal policy. Other bodies or actors not listed in this paragraph may be financed when necessary in order to achieve the objectives of these rules; and
        • for Lot 1, be established in one of the 18 countries covered by this lot ; for Lot 2, be established in a Member State of the European Union or any other eligible country or territory as indicated in Regulation (EU) No 236/2014 laying down common rules and procedures for the implementation of the Union’s instruments for financing external action; and
        • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
    • Co-applicant(s)
      • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant. Co-applicants must satisfy the eligibility criteria as applicable to lead applicants.
      • For Lot 1: In addition to the categories referred to in Section 2.1.1, co-applicants meeting the following criteria are also eligible: be established in a Member State of the European Union or any other eligible country or territory as indicated in Regulation (EU) No 236/2014 laying down common rules and procedures for the implementation of the Union’s instruments for financing external action.
    • Affiliated entities
      • Lead applicant and their co-applicant(s) may act with affiliated entity(ies). Only the following entities may be considered as entities affiliated to the lead applicant and/or to co – applicant(s): Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link. This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings.
      • Entities affiliated to an applicant may hence be:
        • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
        • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
        • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as, for instance, a network, federation, association, in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g., network, federation, association etc.) as the proposed affiliated entities.

Dr Anthony Orji is a Ph.D holder in Economics and a lecturer at the Department of Economics, University of Nigeria Nsukka.

He obtained his B.Sc, Msc and Ph.D Degrees from the University of Nigeria, Nsukka and a Post Graduate Diploma in Sustainable Local Economic Development (SLED) from Erasmus University, Rotterdam Netherlands.
